What is ICS2?
The European Union is implementing a new customs pre-arrival security and safety program, supported by a large-scale advanced cargo information system – Import Control System 2 (ICS2).
ICS2 supports implementation of a new customs safety and security regulatory regime aimed to better protect single market and EU citizens. It will collect data about all goods entering the EU prior to their arrival. Economic Operators (EOs) will have to declare safety and security data to ICS2, through the Entry Summary Declaration (ENS). The program is one of the main contributors towards establishing an integrated EU approach to reinforce customs risk management under the common risk management framework (CRMF).
What is required?
- Starting March 1st, for all air cargo shipments destined/via to EU, Norway, and Switzerland, clients will need to provide additional information on the paperwork, as follows:
- 6-Digit Harmonized Commodity Code – aka – HS or HCC for each commodity to the HAWB level.
- Economic Operators Registration and Identification Number – aka – EORI of the consignee listed on the MAWB/HAWB.
Where must this information be provided:
- Shipper’s Letter of Instruction (SLI)
- Commercial Invoice
- On the source document (paper MAWB/HAWB or Consolidation Manifest) – Laufer will assist with this requirement once information has been provided.
Recommendation:
- Clients arranging an airfreight shipment should provide Laufer with their consignee’s EORI# and HTS code(s) and description(s).
- To help mitigate any potential delays during the transit, Laufer Group will require shipping documents that identify HS Code(s) and EORI # on the documents at least 24 hours prior to scheduled departure from the U.S.
