This Fall, CBP announced via CSMS #66599946 and FRN 2025-19572 that supplemental duty payment procedures will change, effective December 16, 2025. Importers who currently submit checks or participate in the Periodic Monthly Statement (PMS) program must transition to electronic payments.
- CBP Notice: CSMS #66599946:
- Federal Register Notice: FRN 2025-19572
Supplemental Payments Will Require Electronic Payment Starting December 16
CBP will no longer accept paper checks for supplemental duty bills after December 16. All importers must transition to electronic payment.
Key Points
- Checks received after December 16 will be rejected.
- PMS participants must pay supplemental bills via gov (CBP Bill Payment form) or ACH Credit. For instructions contact ACH-CUSTOMS@CBP.DHS.GOV.
- Importers who mail checks after the cutoff may be removed from the PMS program.
CBP Encourages ACH Refund Enrollment
CBP and broker associations strongly recommend importers enroll in ACH REFUNDS, especially with the IEEPA litigation ongoing. If the court orders refunds, non-enrolled importers may receive thousands of paper checks, delaying reimbursement and creating added administrative burden.
Laufer will continue to monitor these developments and share updates as CBP issues further guidance.
