U.S. Customs and Border Protection (CBP) has implemented enhanced information requirements under its Air Cargo Advance Screening (ACAS) program for air cargo transported to or transiting through the United States. ACAS is a U.S. cargo-security program administered by CBP in coordination with the Transportation Security Administration (TSA).
CBP extended the phased enforcement period through May 1, 2027, giving the trade community additional time to update systems and procedures for collecting and transmitting the required information.
ACAS Requirements
ACAS requires advance electronic transmission of shipment information so CBP can conduct security risk assessments before cargo is loaded onto an aircraft. Required information includes:
- Shipper’s name and address
- Consignee name and address
- Consignee email address
- Consignee telephone number
- Cargo description
- Total quantity, based on the smallest external packing unit.
- Total cargo weight
- Air waybill number
- Shipment packing location and/or scheduled shipment pickup location.
- The name and address of the first party to physically receive the shipment after release from CBP custody.
What This Means for Our Clients
To facilitate timely and compliant transportation of your U.S.-bound air cargo, clients should ensure complete, accurate, and specific shipment information is provided to Laufer before cargo is tendered for transportation.
Incomplete or inaccurate information, including vague cargo descriptions or incorrect consignee details may result in additional CBP requests or enhanced screening. Cargo subject to an unresolved ACAS referral may not be loaded onto a U.S.-bound aircraft.
CBP may also issue a Do-Not-Load (DNL) instruction when cargo is determined to present an immediate security threat.

Review current procedures with your shipping teams and overseas suppliers to ensure required ACAS information is available and accurate before cargo is tendered.
